Abstract

Iran's geographical and political situation is always vulnerable to natural hazards (floods, earthquakes, hurricanes) and human threats such as war and terrorist attacks. Nowadays, considering the advent of Isis and its dangers, regional and political equations must reduce loss of life and damage to property by preparation and anticipation of the exposure to these situations. In terms of Iran's geographical location, natural disasters such as floods, earthquakes, tsunamis, and storm are factors that can lead to crisis in coastal areas and cause severe and unexpected casualties. Since the time of occurrence and severity of losses related to the above phenomena cannot be predicted, it is necessary to take measures to deal with their consequences. The most important measure to help prepare for and deal with humanitarian crises or natural coastal areas is providing appropriate medical care in coastal areas to treat the injured victims caused by these events. Therefore, the human and financial losses must be minimized by considering the requirements of civil defense at the time of the design and construction of medical camps for crises, such as properly locating, using the principle of scattering and downsizing, techniques of camouflage and concealment, and rapid transition. In addition, vulnerability can be reduced by the quick presence of medical facilities in coastal areas. Therefore, this study aimed to investigate and introduce spatial structure and design of secure mobile medical camps in the coastal areas based on the requirements of civil defense and the approach of camouflage and concealment. A useful framework of the requirements of architectural design, environmental and urban attitudes, and environmental issues related to the new threats was proposed to minimize the human and financial losses using the management of maritime disasters based on rapid transition for maritime crisis.
