Abstract
Introduction and objectives: Due to its extensive and effective functions, the role of self-care and special attention to non-medical expectations cause an increase in people's expectation of security provision and enhancement, quality and justice, and pressure to establish a responsive health system. With a focus on health and spending abundant resources in treatment and equipping hospitals, in practice health transformation plan has minimized attention in the field of health and prevention. Therefore, the present study was aimed at identifying health and prevention challenges and threats in the health transformation plan. Materials and methods: The present study was a qualitative one in which a non-random purposive sampling was employed in order to select scholars in the field of health in the academic year of 2014-2015. The required data were collected through semi-structured interviews and then analyzed by a content analysis method using MAXQDA 11.0. Results: After the collected data were analyzed, 296 themes were obtained which were encoded through 2 categories of challenges and solutions, and the items led to the formation of 87 primary coded, 8 categories, and 2 themes of factors and challenges and improvement solutions. Discussion and conclusion: The results of the study can be used as an appropriate solution for policymakers and planners in order to enhance the quality of health services according to the country's twenty-year outlook aimed at specifying the features of the Iranian healthy society, an important part of which is the possession of healthy life with appropriate quality and healthy environment which is aimed to be achieved in the second phase of the health system transformation plan and provide necessary requirements to obtain the first place in economy, science, and technology in the region.
